Apun Ghar is a financial support scheme of Government of Assam towards the citizen’s plan of acquiring their own dream home. Every individual aspires to buy or build his/her own dream home with their hard earned wealth and investments and the government has already decided to support the individuals financially in fulfilling their dream. This scheme was launched in the financial year 2016-17 under Government of Assam. The scheme aims to provide housing loans to regular State Government employees at subsidised interest rates.

Key Features of Apun Ghar Scheme:
The following are the main features of the Apun Ghar Scheme:
- The Assam State Government shall provide the interest subsidies for housing loans taken only via State Bank of India (SBI).
- The loan will be granted to beneficiaries who are regular employees of Assam State Government.
- The loan will be granted to beneficiaries for construction of a house on an existing plot of land either in his/her own name or in the name of his/her spouse, for purchase of land and construction of house in that particular plot of land, for purchase of flat or house within Assam. However, any purchase of own ancestral property from own parents/siblings/relatives etc. is not covered in this scheme.
- No requirement of mortgage of property is needed up to loan amount of Rs. 10 lakh.
- No processing fee will be applicable for the beneficiaries.
- The housing loan can also be taken jointly with close relatives of the beneficiaries provided the former is also a State Government employee.
- The house/flat to be constructed through finance would undergo insurance for risk of fire/lightning/flood/earthquake etc. by the employees.
Eligibility for Apun Ghar Scheme:
The Apun Ghar scheme will benefit the following eligible beneficiaries:
- The applicant will have to be a regular/permanent State Government employee.
- Employees who are in service for minimum 21 years and has remaining 5 years of service period left before retirement are eligible to apply for the loan.
- Employees who are in Pensionable state Government service and who have attained a maximum age of 70 years are also eligible.
- Those employees who are not in pensionable service can apply only up to 60 years of age and the loan amount have to be fully repaid within this period.
- The State Government interest subvention or reduced rates of interest will be applicable only up to 240 EMIs which is up to 20 years of EMI deduction.

The following documents are to be submitted for application of Apun Ghar Scheme:
- 5 Passport size photographs.
- ID proof – PAN Card/ADHAAR/Voter ID/Driving License
- Proof of residence- Electricity bill/telephone bill (landline not more than 2 years older)/Passport/SBI Account Passbook with updated address.
- Form 16 of last 2 years.
- Latest salary certificate with all deductions duly certified by DDO
- 6 months salary account statement in case if salary is not drawn from SBI
- No dues certificate from the existing banker if salary is credited at other than SBI
- Personal assets and liabilities statement in Bank’s format.
- Document evidencing ownership of land/building to be purchased or constructed such as Jamabandi Certificate etc.

Loan amount and subsidy:
A Maximum loan amount of Rs. 15 lakh for permanent employees of all grades shall be provided by Government of Assam. However, the employee can avail more than 15 lakh loan amount but Government subsidy will be applicable only up to the prescribed limit. The rate of interest with Government subvention will be 5% for women employees and 5.5% for male employees which in case would have been 8% for women and 8.5% for male employees without Government subsidy.
Apun Ghar budget allocation in 2023-24 Assam state budget:
By far the Apun Ghar scheme has been able to facilitate 36,159 employees with Rs. 4,984 crore loan subsidy amount. In the Assam state budget of 2023-24, the Finance Minister of Assam Smt Ajanta Neog has laid down an additional amount of Rs.108 crore for the scheme to be implemented with more coverage in the upcoming years. In the same direction, the Assam Government has also implemented the Apun Bahan Scheme to provide vehicle loan subsidy to State Government employees.
