‘Mission Basundhara’ was conceptualized under the direction of the Hon’ble Chief Minister of Assam, Dr. Himanta Biswa Sarma, as an effort to simplify, resolve, and increase citizen access to land revenue services. Through mission mode’s faster delivery of services requested by citizens and creation of a business-friendly climate in the land management ecosystem, the mission seeks to shorten the delay in updating land records.
The Department of Revenue and Disaster Management of the Assam government has developed a website named “Mission Basundhara for Citizens of Assam” to make it easier for citizens to submit online requests for land-related services throughout the state’s districts. The “Mission Basundhara 2.0” project, announced by the Assam chief minister on November 14, 2022, intends to give Assamese citizens a platform to discuss any land-related issues through the Mission Basundhara internet portal. The Assam government first introduced the Mission Basundhara project in 2021, and it quickly gained enormous popularity, receiving over 800,000 applications. On November 14, 2022, the government presented Mission Basundhara 2.0, including several new projects and building on its success.

Mission Basundhara 2.0, Assam under Integrated Land Records Management System works on the following important land aspects:
- MUTATION OF LAND: Mutation is the process by which the owner of the land in acquisition gets his or her name registered in the Record of Rights (RoR). It is also known as ‘Jamabandi’. Any land acquired by an individual, either through mortgage, purchase or inheritance shall need to approach the Deputy Commissioner or Circle Officer for any necessary changes to be made in the documents of possession in his name or ownership, or even if in case he has taken charge as the manager of that estate or property.
Mutation can be done in two ways-
- Office Mutation is done by submission of an application format to the concerned Circle Officer. The Officer notifies, requesting any individuals who have any kind of objection to the registration or mutation, to do so in writing, within a month from the notice publication date. Subject to the accomplishment of all requirements for mutation, a Circle Officer issues a mutation order. This process is mandatory for urban and municipal areas. However, in rural areas also it can be made applicable.
- Field Mutation is another process of mutation which is done by the Circle Officer in case of rural areas when he is on field duty.

CONVERSION OF LAND:
Conversion is process which allows any land that has been occupied for a period of one year or three years (Annual Patta or Short Lease Patta respectively), to be transferred to a longer tenure with transfer rights that are restricted with regard to Annual or Short Lease Patta. The application for Annual Patta holder shall be made to the concerned Circle Officer in a plain paper format with the prescribed Court fee. In case of rural areas, the Lot Mandal can submit conversion proposal to the Circle Officer. Submission of application along with latest updated revenue receipt is mandatory.
Conditions required being fufilled for conversion of land:
- The land must compulsorily be surveyed and it should have definite boundaries.
- The land should be located in a settlement that has been toured, surveyed, mapped and classified.
- The land has to be truly cultivated to grow some perennial crops or be inhabited permanently.
- Rule 23 of the Settlement Rules framed under ALRR, 1886 states “No new periodic patta shall be used in respect of land within one chain (66ft) of the 35 ft reservation along roads maintained by the State or Union Government, without special orders from Government”.
- No new periodic pattas will be proposed or issued if a conflict exists in matters of possession or over prima facie title of the land in question.
- No periodic pattas shall be proposed or ordered to be issued for lands within an area covered by a mining lease or situated within a town area or within 2 miles from the town area or within such distance from the town area as may be notified by the State Govt. from time to time, except under special orders of Govt. and on payment of such premium, if any, as may be fixed by Govt. from time to time.
As per provisions of Govt. Land Policy, 1989, the conversion of Annual lease into Periodic shall be granted by the following authorities and applications can be raised to the offices concerned:
- By Circle Officer in rural areas excluding the area falling within the radius of 10 KMs from the boundary in case of Gauhati Municipal Corporation and 3 KMs in case of other Municipal and revenue Towns.
- By the Deputy Commissioner of the District in respect of the area falling within the radius of 10 KMs from the boundary in case of Gauhati Municipal Corporation and 3 KMs in case of other Municipal and revenue Towns.
- By the Government in respect of the areas within Gauhati Municipal Corporation and other notified Municipal and Revenue Towns.
Limitations on conversion of land from annual to periodic:
- The maximum area allowed to be held in rural area as per provisions of the Assam Fixation of Ceiling on land Holdings Act, 1956, as amended, inclusive of the periodic land already held by the family of the settlement holder;List text-1
- All annual and short leases of land in all Municipal Towns, Revenue Towns and in Guwahati Corporation and in areas falling within the radius of 3 KM from the boundary of Municipal & Revenue Towns and 10 KMs from the boundary of GMC shall be converted into periodic lease subject to observance of the provisions of existing rules and procedures laid down in Rule 105 of ALRM, Rule 23 of ALRR and Govt. instructions in force.

PARTITION OF LAND:
Partition of land implies division of any revenue paying land into further divisions for which revenue is liable to be assessed. Here the applicant for partition must be the actual owner of the land to be divided. Partition is either perfect or imperfect. Perfect partition means division of a revenue paying estate in to two or more such estates, each separately liable for revenue assessed there on. Imperfect partition means the division of a revenue paying estate in to two or more portions jointly liable for the revenue assessed there on the entire estate.
Partition can be of two types- Office partition and Field partition
Office partition is normally done in Circle office through office procedures.
- U/S 98 of Assam Land Revenue Regulation 1886, application for perfect partition is presented to Circle Officer.
- U/S 99 of Assam Land Revenue Regulation 1886, Circle officer issues notices to concerned recorded proprietor or land holders requiring any of them in possession who may object to partition and file objection within the stipulated period.
- U/S 102 of Assam Land Revenue Regulation 1886, Circle officer effects partition after objections (if any) have been disposed of.
As per rule 214 of ALRM Circle officer may give effect to undisputed cases of partition the survey of which has already been carried out by the Lot Mandal after taking consent of co pattadars. This is known as Field partition and it is applicable in rural areas only. As per section 97 of the Assam Land and Revenue Regulations, 1886, every recorded pattadar of a permanently settled estate and every recorded land holder of a temporary settled estate may, if he/she is in actual possession of the land, in respect of he/she desires partition, claim Field partition of the estate.

Latest updates on Mission Basundhara 2.0 Assam:
- Mission Basundhara 2.0 seems to be on the way to distribute its fruits to almost 3lakh indigenous population in Assam in the new year ahead. The Government of Assam will be issuing land pattas to eligible users in the month of January, 2024. However, the program of issue of pattas will be held ceremonially by the Chief Minister on a fixed date.
- Total number of applications received= 13,39,598
- Total number of applications disposed till now = 3,62,280. The process of disposal of applications will be completed by 14 November, 2023.
- Total number of NC Village where drone survey has been completed= 849
- Total number of villages where Digital field survey has been completed=236
- Total number of villages where Digitisation of surveyed data has been completed= 236
- Total number of applications rejected due to inappropriate filling up of application forms= 19,631
- Total coverage of geo-tagging in initial phase= 97% completed
- Meetings have begun for examination of genuine land settlement claims. In this case the district and sub-division administration has directed the Sub-Division Land Advisory Committee (SDLAC) to proceed with those meetings. In case of rural areas the SDLACs approval will be considered as final for land settlement issues but in case of urban areas the Revenue and Disaster Management Department, Government of Assam will be the final authority for approval.
Details of premium amount to be paid under Basundhara 2.0:
The eligible applicants will have to pay an amount as premium for their claimed land as per rules of the government. The Revenue and Disaster Management Minister Jogen Mohan stated that the premium amount fixed for rural areas is Rs. 100 per bigha whereas in urban areas, the applicants with buildings will have to 100% (percent) of the zonal land valuation. In case of Assam type houses in urban areas, the applicant will have to pay 30% (percent) of the zonal land valuation; and those with thatched houses will have to pay 10% (percent) of the zonal value. Looking at the higher valuation amount in urban areas, the Government of Assam has laid down the provision of paying the amount in easy installments. Moreover, If an applicant has paid at least one installment of the total premium amount, he will be qualified to receive the provisional land settlement certificate. He will be given the land patta after successful payment of all premium installments.
Basundhara 2.0 Premium Payment Date Extended:
The deadline for payment of premium by applicants who have accepted settlement proposals under Mission Basundhara 2.0 has been extended till 31st January, 2024. However, no further extensions shall be given for payment of premium after the said deadline. Moreover, the settlement proposal may be cancelled on the basis of unpaid premium. Applicants can check the status of the bond proposal and pay the premium by submitting their application number through the Seva Setu Portal.

The process of recoding the change/transfer in the title of ownership after the property has been transferred or sold. On mutation the name of the new owner is recorded and land revenue charged from the rightful owner. There is no user fee for the service.

There are two ways to see the status of your application. One way is to see the status of the individual application by providing the Application Id. For this click on the “Track Application Status” link under “Important link” section of the Home page of the portal. It will ask you to provide Application Id for which status is required. After selecting the appropriate option it will ask you to provide the Application Id. Click on the “Submit” button after providing the Application Id to display the present status of the application.
