Mukhya Mantri Atmanirbhar Asom is a future oriented scheme announced by Assam CM Dr. Himanta Biswa Sarma in the Cabinet session held on 12th September, 2023. The Assam Government is motivated to generate employment opportunities for the unemployed youth of the state and it is in direction that the government is constantly coming up with ambitious schemes which can add up to this objective. The Assam Cabinet in its 102nd edition has undertaken certain grave decisions. One among them is the focus on development of entrepreneurship and the implied job opportunities rising from it.

Objectives of Mukhya Mantri Atmanirbhar Asom Abhiyan:

The following are the listed objectives of the scheme:

• The Mission seeks to encourage self-income opportunities by promoting micro-enterpreneurship amongst BPL youths and low income households.
• Under this scheme, income generating activities like self-employment after professional courses, agriculture and horticulture, fishery, poultry, dairy etc, packaging, textiles, garments, plantation, wood based industries, stationery, fabrication, hardware etc will be covered.
• The target objective of the scheme is to reah out to 2 lakh youths in the next 2 years.
• The beneficiaries as per their eligibility will receive 2 lakh/3lakh/5lakh in two installments in a mix of interest free Govt grant loans.
• The selected beneficiaries will undergo training in selected educational institutions for skill enhancement.

Upcoming steps to be taken in entrepreneurship for Mukhya Mantri Atmanirbhar Asom:

• One Unity Mall is to be constructed at Assam Trade Promotion Organisation, Betkuchi, Guwahati to promote the ideas like ‘Make in India’ and ‘One District, One Product’ (ODOP). The estimated cost of the project is proposed to be Rs. 226 cr.
• 35 showrooms to be constructed representing all States and Union Territories for sale of indigenous goods.
• 35 showrooms to be constructed representing each district of Assam.
• Food courts are to be constructed which will offer pan India cuisines including North-Eastern delicacies from every state in North-East India.
• Provide a platform for showcasing and marketing GI marked products of the State as well as North-East India.
• Promote Assam’s indigeneity through ‘Made in Assam’ products. This would also bring the state one step closer to achieving Mukhya Mantri Atmanirbhar Asom.
• Provide marketing support to ‘One District, One Product’ as well as traditional industries and craftsmen of Assam’s 35 districts.

Mukhya Mantri Atmanirbhar Asom Employment opportunities:

Setting up new entrepreneurial ventures would pop up more and more employment opportunities for the unemployed youths of Assam. The underlying objective of this scheme is to convert the youth from job seekers to job creators. The Assam Government would financially support the youth for setting up small scale business units via loans. These loans shall be Government grant plus interest-free Government loan.

Highlights of the Mukhya Mantri Atmanirbhar Asom:

Beneficiary coverage for the scheme:

• 2 lakh eligible beneficiaries is to be targeted over the next two years from 2023- 2025
• Financial assistance shall be a combination of Government grant plus interest free government loan to be repaid after 5 years to establish micro-business enterprises.

Implementation of Mukhya Mantri Atmanirbhar Asom Scheme:

• The beneficiaries need to undergo registration for enrolling under this scheme.
• The portal for registration giving details of eligibility and other details will be launched on 23rd September, 2023
• Selected beneficiaries under this scheme will have to undergo one month training in selected educational/skill training institutions for enhancing entrepreneurship, management and accounting skills.
• During the course of the training programme Rs. 10,000 shall be given as stipend to the beneficiaries.

Eligibility criteria:

The applicants must compulsory fulfill the following criteria for availing the benefits of the scheme:

• Should be a permanent resident of Assam.
• Should be between 18-45 years of age
• Should be minimum 10th pass.
• Should have skills or knowledge of IT such as Diploma etc.
• Should not be a loan defaulter.
• Should not have government service or pensioner in family.
• Only one member per family is eligible to apply.
• Must be registered under Employment Exchange Assam prior to 1st April, 2023

How to Apply:

• If the applicant is a first time user, he/she needs to click the Sign-up Tab provided at the top right corner in this page and then provide the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password. After successful sign-up on the portal, the applicant can register for the scheme.
• To register in “Chief Minister’s Atmanirbhar Asom Abhijan”, applicants now need to click the Scheme Register button and login to the account using his/her credentials.
• Applicants have to fill up all the necessary details, upload required documents as applicable.
• After successful submission an acknowledgement slip is generated along with a reference number, with the help of which an applicant can track the status of the application. An SMS and Email is being sent to the applicant.
• An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
• In case, if there are any discrepancies or mismatches found in the online application, officials will make a query for the same to which the applicant needs to respond and make the necessary corrections in the online application. The applicant will be notified about this over SMS and Email id by the concerned official.
• If the applicant is found eligible the same will be notified to the applicant over SMS and Email.
