Mukhya Mantri Lok Sewak Arogya Yojana is a newly launched scheme raised by Assam Government in the Assam Cabinet meeting held on 23rd September, 2023. This is another milestone step towards providing all round health services to the state Govt employees of Assam in addition to the popular employee oriented scheme like Apun Ghar আপোন ঘৰ Scheme (scheme which aims to provide housing loans to regular State Government employees at subsidised interest rates.) and Apun Bahan আপোন বাহন Scheme (scheme which will facilitate regular/permanent Government employees under Assam State government to purchase vehicles via loans at subsidized interest rates.). This scheme is a health oriented scheme mainly to provide incentives to the Assam Government employees and pensioners to ensure their health security and well being. This is a step to organize the expenses incurred by Assam Government employees in treatment of various diseases.

Assam Mukhya Mantri Lok Sewak Arogya Yojana: Salient Features:

• The target population under this scheme is Assam Government employees and pensioners.
• This scheme will benefit the target population by providing them with incentives to bear health treatments.
• This scheme also intends to organise the structure of health incentives provided to the employees and pensioners.
• This scheme will operate in line with Atal Amrit Abhiyan Society.
• The Government employees/pensioners will be entitled to the benefits/medical treatment under any Clinical Establishments Act certified and registered government/private hospitals.
• Under the Mukhya Mantri Lok Sewak Arogya Yojana there will be Single Admissible Board headed by Chief Executive Officer of Atal Amrit Abhiyan Society, comprising of specialists from Medical Colleges, members from departments of medical education and research, health and family welfare and finance.
• The Mukhya Mantri Lok Sewak Arogya Yojana will lay down heath services and entitlement rates under Central Government Health Insurance Scheme.
• The benefits shall be allocated as per grade basis of employees and pensioners.
• The State Government employees will have to incur a monthly premium to avail the scheme as per their grades.
• The Mukhya Mantri Lok Sewak Arogya Yojana will be mandatory for the newly appointed employees under Assam Government.
• In association with the Mukhya Mantri Lok Sewak Arogya Yojana the Manual process of repayment will also function simultaneously.
• Cashless health service system will start in the Govt hospitals from the next Financial year i.e FY 2024-25.
• The enlistment of the private hospitals for Cashless health service will also begin from the next Financial year i.e FY 2024-25.
• In contrast to the earlier process, the payment for the post surgery’s OPD medicine will be ensured within 90 days of the roll out of the Mukhya Mantri Lok Sewak Arogya Yojana.
• The beneficiaries will be provided treatment on the basis of CGHS Rates.
• The beneficiaries with minimum eligibility will be able to receive health treatment as per their choice of hospital.
• Regular updates shall be provided via SMS to the beneficiaries.
• Both cashless/partial payment options will be available.
• Payments will be credited to the bank accounts of the beneficiaries in real time.
