Orunodoi 3.0 has been launched by Assam Government as a poverty alleviation measure. It is the “chief bead’ amidst ‘Ashtadash Mukutar Unnoyonee Maala’, which was recognized by the former Finance Minister in his 2020–21 Annual Address. It is regarded as one of the major social security scheme in the history of Assam.

This scheme is directed towards providing financial aid to nearly 24 lac impoverished population in the state. The beneficiaries of the scheme receives the incentives in their respective bank accounts on the 10th day of every month. The target population under this scheme are the women in every households as they are regarded as the major household caregivers. Approximately 19.10 lakh households in the state will receive financial assistance through the Orunodoi scheme through Direct Benefit Transfer (DBT) program.

Orunodoi 3.0: Details, Guidelines:

As a third phase of implementation, Orunodoi 3.0 was launched by Chief Minister of Assam Dr. Himanta Biswa Sarma on 07 October, 2025. It is crucial to update information and implement the plan with enhanced standards and procedures because a significant amount of time has passed. To properly launch Orunodoi 3.0, Orunodoi 1.0 and 2.0 must be phased down without transmitting any legacy data. The district administration will, however, use extreme caution when choosing the recipients of Orunodoi 3.0 to ensure that the qualified recipients of Orunodoi 1.0 and Orunodoi 2.0 are not arbitrarily eliminated from the program, unless they no longer meet the requirements of Orunodoi.

• The basic precondition to become a beneficiary for Orunodoi 3.0 is that the individual must be enrolled under the National Food Security Act (NFSA) as a beneficiary.
• For the purpose of implementation of this scheme, the definitions of household, family, income criterion, etc., will be as per extant NFSA guidelines.
• This new phase of Orunodoi will have the provision of automatic AADHAAR seeding of beneficiaries, a proven method for efficiently disbursing benefits to Antyodaya across the country, as in Assam, almost every NFSA beneficiary are already AADHAAR seeded.
• During the course of the implementation Jeevika Sakhi, ASHA workers or Anganwadi workers will conduct household visits to aware the beneficiaries about the guidelines of the scheme.
• The selected beneficiaries will also have to undertake an oath declaration/self-affidavit to be read out by the visited Jeevika Sakhi, ASHA worker or Anganwadi worker.
• If the beneficiary agrees to the terms and conditions mentioned in the oath declaration/self-affidavit, the she will have to sign the declaration.
• For further convenience of the beneficiaries, the oath declaration/self-affidavit has been laid out in multiple languages such as Assamese, Bodo, Bengali and English.
• The oath declaration/self-affidavit procedure is totally free of costs and the citizens are requested not to pay any sum of money to the concerned workers.
• The terms and conditions laid out in the declaration shall be read and understood very clearly in order to avoid further discrepancies in the process.
• However, the former Orunodoi beneficiaries, Deen Dayal Divyangan Pension beneficiaries, Indira Miri Sarvajanin Widow Women Pension beneficiaries are exempted from submission of oath declaration as of now.

Application process:

Step 1: The application process for Orunodoi 3.0 is available in an offline mode.

Step 2: The households will have to nominate and submit the name of women beneficiaries from their respective families at Gaon Panchayat level.

Step 3: The District level Monitoring Committee will finalize the selected list of beneficiaries under the scheme. The application form shall also contain information related to bank account and a self-affidavit attached along with it. The applicant should fill in the following details while filling up the application form.

Step 4: The duly filled Application Form by the applicant shall be submitted to her PS committee or in a Gram Panchayat Office.

Step 05: After submission of the Application Form, an acknowledgement slip will be given to the applicant by the PS committee or in a Gram Panchayat Office.

Step 06: This acknowledgement slip will be the proof that the Applicant’s Application Form has been submitted.

Step 07: Then various level committees will scrutinize the applications received and verify them thoroughly.

Step 08: After thorough verification, the list of selected and eligible beneficiaries will be uploaded on the DIDS portal and they will get the amount transferred to their bank accounts on the 10th day of every month.

Eligibility criteria of Orunodoi 2.0 Assam

The following citizens shall be eligible for the scheme:

• Citizens dwelling permanently in Assam.
• Citizens whose family income amounts to less than Rs. 2 lakh per annum.
• Priority shall be given to women members of the family who are divorced, separated, widow or belong to divyangan category.
• Priority shall also be given to households having ailing patients suffering from cerebral palsy, thalassemia, autism, leprosy etc.
