On October 2, 2020, the Assam government has introduced a poverty alleviation measure called Orunodoi or Arunodoi Scheme. It is regarded as one of the major social security scheme in the history of Assam. This scheme is directed towards providing financial aid to nearly 24 lac impoverished population in the state. The beneficiaries of the scheme receives the incentives in their respective bank accounts on the 10th day of every month. The target population under this scheme are the women in every households as they are regarded as the major household caregivers. Approximately 19.10 lakh households in the state will receive financial assistance through the Orunodoi scheme through Direct Benefit Transfer (DBT) program.

Orunodoi 2.0: How is it different from 1st phase?
As a second phase of implementation, Orunodoi 2.0 was launched by Chief Minister of Assam Dr. Himanta Biswa Sarma on 14th December, 2022. Currently in this year i.e 2023, also this phase of Orunodoi 2.0 is running successfully in the state. With a view to ensure financial security and empowerment of women, this phase has made several significant amendments in its new version. These are-
- The incentive amount has been increased from Rs. 1000/- to Rs. 1250/- per woman per household.
- The respective beneficiaries will receive the incentive amount on the 10th of every month through DBT.
- New beneficiary list added under Orunodoi 2.0 in order to increase the periphery of the scheme.
- During the course of the implementation Jeevika Sakhi, ASHA workers or Anganwadi workers will conduct household visits to aware the beneficiaries about the guidelines of the scheme.
- The selected beneficiaries will also have to undertake an oath declaration/self-affidavit to be read out by the visited Jeevika Sakhi, ASHA worker or Anganwadi worker.
- If the beneficiary agrees to the terms and conditions mentioned in the oath declaration/self-affidavit, the she will have to sign the declaration.
- For further convenience of the beneficiaries, the oath declaration/self-affidavit has been laid out in multiple languages such as Assamese, Bodo, Bengali and English.
- The oath declaration/self-affidavit procedure is totally free of costs and the citizens are requested not to pay any sum of money to the concerned workers.
- The terms and conditions laid out in the declaration shall be read and understood very clearly in order to avoid further discrepancies in the process.
- However, the former Orunodoi beneficiaries, Deen Dayal Divyangan Pension beneficiaries, Indira Miri Sarvajanin Widow Women Pension beneficiaries are exempted from submission of oath declaration as of now.
- The scheme is targeted to reach up to 27 lakh households.
- Orunodoi 2.0 is a visionary of Assam Government to reach out to actual beneficiaries who are in actual need of this incentive.
Application process:
The application process for Orunodoi 2.0 is available in an offline mode. The households will have to nominate and submit the name of women beneficiaries from their respective families at Gaon Panchayat level. The District level Monitoring Committee will finalize the selected list of beneficiaries under the scheme. The application form shall also contain information related to bank account and a self-affidavit attached along with it. The applicant should fill in the following details while filling up the application form.

Documents required:

- Bank passbook photocopy of first page.
- ID proof- ADHAAR, PAN card, Voter ID etc.
- Priority document proof in case of divorced/divyang applicant.
- Family income certificate
- Any other document (if applicable)
Eligibility criteria of Orunodoi 2.0 Assam
The following citizens shall be eligible for the scheme:
- Citizens dwelling permanently in Assam.
- Citizens whose family income amounts to less than Rs. 2 lakh per annum.
- Priority shall be given to women members of the family who are divorced, separated, widow or belong to divyangan category.
- Priority shall also be given to households having ailing patients suffering from cerebral palsy, thalassemia, autism, leprosy etc.
