Registration for Assam Employment Exchange: Manual, Procedure, Useful Links

Assam Employment Exchange is a platform for registration of youth under Directorate of Employment and Craftsmen Training Assam, to find job opportunities according to their qualifications. Once registered under the Employment Exchange, the users are provided with an ID number which is required to apply for various jobs in Assam. This ID is often required to apply for for various government schemes related to youth empowerment, skill development such as Mukhya Mantri Atmanirbhar Asom, Assam Skill Yatra Mission, Mukhya Mantri Sva Niyojan Scheme etc,

Employment Exchange- Key Features:

• It provides online registration of job aspirants with ADHAAR ID and in case of non-ADHAAR applicants, the process is conducted offline and they need to visit their nearest Employment Exchange for registration.
• It provides for a single sign in application process.
• Upon successful registration a certificate is generated with a user ID which can be used for job application purposes.
• Exchange ID is required for application in various schemes also.

Employment Exchange Registration Guidelines- Details:

The registration under Employment Exchange takes place in two specific ways- ADHAAR based registration and NON-ADHAAR based registration.

ADHAAR based Registration guidelines:

• All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam.
• The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
• Applicants who are already employed and seeking better employment have to be registered only after production of a “No Objection Certificate” issued by the employer.
• All text box with asterisk (*) symbol is mandatory to filled up.
• Please scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.
• After successfully submission of application Employment Exchange Card (X 10) will be issued to his/her registered Email. 
• Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card .
• Failure to renew the registration even after lapse of grace period (3 months), will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
• No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.

NON-ADHAAR REGISTRATION GUIDELINES:

• All citizens of India above the age of 14 years who are permanent residents of Assam ,(as per Office memorandum no .E/P-344/41472 Dtd 05-07-1971) are eligible to Register their names in the Employment Exchanges of the State of Assam.
• The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
• Applicants who are already employed and seeking better employment have to be registered only after production of a “No Objection Certificate” issued by the employer.
• Once a candidate has registered online and completes the requisite information in the form, he/she will be issued an acknowledgement receipt informing about the stipulated date and time for physical verification of all original documents.
• The candidate is required to visit concerned Employment Exchange in person for verification of all original documents on stipulated date and time.
• All text box with asterisk(*) symbol is mandatory to filled up.
• Please scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.
• After physical verification if documents and certificates are found in order, an Employment Exchange Card (X-10) will be issued. Applicant will receive Employment Exchange Card through his/her Email.
• Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card by either personally visiting the concerned Employment Exchange or online. A grace period of three (3) months is provided to the registrants.
• Failure to renew the registration even after lapse of grace period, will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
• No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.

Documents required for registration:

For Registration through ADHAAR:

• Age Proof :– Birth Certificate/ HSLC Admit card/ School Certificate ( Any one of these three documents)
• Proof of Residency:-
  1.  Applicants having AADHAAR Card with permanent address within the state of Assam will be allowed to Register Online without visiting the Employment Exchange as per Office Memorandum issued vide no. SKE. 42/2021/32  Dated Dispur the 19th July 2021. (Only for verification of the state of ASSAM) 
  2. Driving License (either self or parents), Copy of Chitha/Jamabandi (either self or parents), Copy of Passport (either self or parents), Certified Copy of Electoral Roll/EPIC (either self or parents).
• Educational Qualification Certificate :- Pass Certificate (S) and Mark Sheet(S)
• Caste Certificate in cases of SC/ST/OBC/MOBC/EWS applicants
• In case of P.W.D ( Persons With Disability) candidate –Disability certificate issued by  competent authority.
• Additional Qualification Certificate ( if any)
• Experience Certificate ( If any)
• Non- Creamy Layer Certificate.
• AADHAAR Card (non mandatory)

For Registration without ADHAAR:
