Swanirbhar Naari Scheme (স্বনিৰ্ভৰ নাৰী আঁচনি)  is a Government of Assam initiative under the Directorate of Handloom and Textiles. It is designed to encourage regional weavers and showcase traditional manually woven handicrafts. The program ensures zero involvement of middlemen and direct purchase from the weavers which will in return allow them to face equitable competition in the market and deserving wages for their expertise.

Objectives of Swanirbhar Naari Scheme (স্বনিৰ্ভৰ নাৰী আঁচনি) Assam :

  • Advancement of regional handloom artisans through the omission of intermediaries and the provision of fair market access.
  • Enhanced and deserving wages for the weavers via direct procurement and instant digital payments.
  • Introducing the weavers to skill enhancement and other training programs via institutes of training under handloom under sector.
  • The scheme also fosters integration of modern technological methodologies into weaving so as to accelerate the growth, productivity, effectiveness and pattern of work.
  • As a mark of appreciation and encouragement the scheme is also visional to certify the craftsmanship of the weavers. This would also ensure authencity of their work.
  • Raising the scope of market accessibility and visibility of products by introducing them in urban shopping centres and also via digital platforms.
  • Narrowing the gap and promoting wide publicity of the handloom products so as to outreach pan India customers.
  • Safeguarding and preservation of traditional cultural heritage of handloom industry in Assam.

Eligibility criteria for the scheme:

  • Residents of Assam who are weavers can only apply for the scheme.
  • The weaver must possess a minimum of one handloom set in their house.
  • The weaver should necessarily have a valid and active bank account with core banking solution (CBS)
  • The weaver should possess a valid yarn passbook issued by Directorate of Handloom and Textiles, Assam.
  • The existing local weavers and aspiring future weavers should undergo online registration which is subjected to further physical verification by Inspectors of Handloom and Textiles, Assam.

How to apply for Swanirbhar Naari Scheme ((স্বনিৰ্ভৰ নাৰী আঁচনি)?

  • The weavers can register online via portal of Swanirbhar Naari Scheme.
  • The online registration form is available on the portal. The beneficiary can fill in the details required and upload documents.
  • However, the registration process shall be considered successful only after physical verification of the applicant by concerned authority.
  • Once it is approved, the successfully registered applicants list shall be uploaded in the portal.
  • Thereafter the registered weavers can begin procurement process as per defined standards.
  • The procurement committee, consisting of officials from the Directorate of Handloom & Textiles, Assam, ARTFED, AGMC Ltd., and other relevant representatives, will examine the products and fix the price.
  • The payment will be disbursed into the bank accounts of the weavers within 4 days upon successful completion of procurement process.

  • Proof of permanent resident of Assam
  • Copy of Adhaar Card
  • Bank passbook copy and statement
  • Yarn passbook copy issued by Directorate of Handloom and Textiles, Assam
  • Proof of owning at least one handloom.
