On the auspicious occasion of 77th Independence Day, 2023, the Hon’ble Prime Minister of India, Shri Narendra Modi made yet another progressive announcement by adopting a grass-root level approach to reach out to the skill industry of the nation. The Prime Minster while delivering his dignified speech post flag hoisting from Red Fort, New Delhi, has announced the ‘Vishwakarma Yojana’ (विश्वकर्मा योजना).

The Vishwakarma Yojana विश्वकर्मा योजना was officially announced on 15th August, 2023. The scheme is intended to be launched by 17th September on the occasion of Vishwakarma Jayanti विश्वकर्मा जयन्ती.

Vishwakarma Yojana

Objectives of Vishwakarma Yojana विश्वकर्मा योजना:

  1. To foster economic growth and development by providing holistic institutional support to skilled artisans.
  2. To convert today’s skilled population to tomorrow’s entrepreneurs.
  3. To develop India’s informal sector and bring it at par with the formal sector.
  4. This scheme is intended to uplift government’s initiative of ‘Make in India’ to encourage indigenous artisans by providing financial assistance such as easy access to loans and technical support.
  5. This scheme is also intended to serve as a catalyst to other initiatives such as ‘Skill India Mission’, Skill Development Centres, PM Kaushal Vikas Yojana etc.
  6. To ensure digital empowerment, brand promotion, market access by increasing involvement of ‘Vishwakarma Saathis’ in PM Gramin Digital Saksharta Abhiyan (PMGDisha). (प्रधानमंत्री ग्रामीण डिजिटल साक्षरता अभियान)
  7. This scheme will be an added impetus to the ambitious vision of ranking India amongst the top three economies of the globe in the next five years.
  8. The Vishwakarma Yojana will have an initial financial outlay of Rs. 13000-15000 crore.
  9. This scheme is being introduced in line with ‘Jan Bhagidaari’ (जन भागीदारी)- an ideology of this year’s Independence Day celebration to include people from all walks of life and promote all-inclusive development.

Target population under Vishwakarma Yojana विश्वकर्मा योजना:

The scheme has a pre-defined target population comprising of skilled artisans such as barbers (नाई), washerman (धोबी), mechanic (दस्तकार), electrician (विद्युत कारीगर), welder(वेल्डर), mason (राजमिस्त्री), tanners (चर्मकार), goldsmith (सुनार) and blacksmith (लोहार), carpenter (बढ़ई).. However, the scheme will be particularly beneficial to Other Backward Classes of skilled (अन्य पिछड़ा वर्ग) artisans.

Vishwakarma Yojana

Vishwakarma Shram Samman Yojana विश्वकर्मा कौशल सम्मान योजना, eligibility:

One such scheme already exists under the Government of Uttar Pradesh known as Vishwakarma Shram Samman Yojana विश्वकर्मा कौशल सम्मान योजना. It was launched by Chief Minister of Uttar Pradesh Yogi Adityanath. This scheme also provides financial assistance to skilled and traditional artisans belonging to the state of Uttar Pradesh. The following are the eligibility conditions for the scheme-

  1. The applicant must be an Indian citizen.
  2. He/ She must be of 18 years of age.
  3. Educational Qualification is not mandatory
  4. Applicant has not received any benefit in respect of Toolkit from Central Government or State Government in last 2 years
  5. As per the scheme, the applicant or any member of his family will be eligible to apply for the scheme only once. Family means husband and wife.
  6. An affidavit is to be submitted for fulfilling the eligibility criteria under the scheme
  7. Caste will not be the only basis for eligibility under the scheme. To get the benefits under the scheme, such persons will also be eligible who are different from the caste doing traditional workmanship. It will be mandatory for such applicants to present a certificate issued by the village head, chairman of the town panchayat or municipality/municipal corporation as proof of their association with traditional workmanship.

Latest updates on Vishwakarma Scheme:

  • The Union Cabinet today i.e on 16th August, 2023 gave its approval for the launch of the Vishwakarma scheme.
  • Under this scheme, loans will be provided upto Rs. 1 lakh (1st phase) and Rs. 2 lakh (2nd phase) at 5% interest rates with liberal terms.
  • The total financial outlay of the scheme is fixed at Rs. 13,000-15,000 crore.
  • The beneficiaries would be provided with a certificate for recognition known as PM Vishwakarma Certificate and Identity Card.
  • The scheme also ensures to provide toolkit incentive, skill upgradation through courses under Skill Development Centers, incentive for digital transactions as in PM SVANidhi and marketing support.
  • As an initial phase, the scheme will take up 18 traditional trades and tradesmen.

Eligibility conditions:

  • The beneficiaries will have to be registered under PM Vishwakarma Scheme.
  • The applicant must be of minimum 18 years of age.
  • Should not avail credit based scheme under central or state government such as PMEGP, PMSVA, Nidhi Mudra in the last 5 years. However, applicants who have already repaid MUDRA, SVA NIDHI will be eligible to apply.

Training details:

  • A basic training will be provided up to 5-7 days or 40 hrs.
  • A daily stipend of Rs.500 shall be provided to the trainees during the course of training program.
  • A toolkit incentive of Rs.15,000 (one time) at the beginning of training program shall be provided.

Other important details of the scheme:

  • Enterprise development loan shall be provided to the beneficiaries.
  • 1st Tranche will contain a loan of Rs. 1,00,000/- for a duration of 18 months.
  • 2nd Tranche will contain a loan of Rs. 2,00,000/- for a duration of 30 months.
  • A fixed chargeable interest from beneficiaries will be taken at 5% rate of interest.
  • An interest subvention of 8% shall be provided by the Government to the beneficiaries.
