Mera Bill Mera Adhikaar is an incentive based scheme/ drive to be launched by Ministry of Finance, Central Government under the leadership of Prime Minister Narendra Modi. It is an effective step towards consumer awareness about their rights and benefits.

The citizens are aware that during the course of buying a product or service, the seller must compulsorily provide a receipt of the sold product or service to the customers. This is mandatory under the provisions laid down in the GST Act. In case of any discrepancies in the sold product or service, the receipt provides lawful safeguard to the concerned customer. But it has come to notice that certain sellers hesitate in providing the receipt in order to pay lesser amount of GST or the customers are not reluctant enough to ask for the receipt. As a result it creates a diminishing impact on the nation’s economy.

Details of Mera Bill Mera Adhikaar scheme:

  • The scheme will be flagged off on 1st September, 2023
  • In an initial phase the scheme will cover the following states and Union Territories: Assam, Gujarat, Haryana, Puducherry, Dadra Nagar Haveli, Daman and Diu.
  • On receiving a receipt, the consumers will have to upload the receipt and a lucky draw will be made on the basis which the consumers shall be rewarded.
  • Citizens shall upload the invoices in the Mera Bill Mera Adhikaar web portal (click on the link to view) or in the mobile app of the scheme (IOS and Android) (click on the link to download app)
  • The prime objective of the scheme is to bring a reform in the cultural and behavioral structure among the common citizens and make them stand for their own rights.
  • The scheme will operate on a pilot basis for a period of 12 months.

Eligibility for Mera Bill Mera Adhikaar scheme:

The following are the criteria for eligibility to the scheme:

  • All citizens of India are eligible for the scheme.
  • All B2C invoices issued by GST registered suppliers (registered in the states of Assam, Gujarat, Haryana and Union Territories of Puducherry, Dadra Nagar Haveli and Daman and Diu) to consumers will be eligible for the scheme.
  • The minimum value of invoices to uploaded is fixed at Rs. 200.
  • To be eligible for the lucky draw, a citizen will have to upload a minimum of 25 invoices in a month.
  • All B2C invoices issued during the previous month which have been uploaded on the application by 5th of the next month will be eligible for the monthly draw.

Details of lucky draw incentive under Mera Bill Mera Adhikaar scheme

The incentives under this scheme will be provided to the citizens on the basis of a lucky draw. The consumers need to upload the B2C invoices in the web portal or in the mobile application to register themselves under this lucky draw. The participants will receive an acknowledgement number against every single uploaded invoice. This acknowledgement number will be used in picking up the winner in the lucky draw. Winners will be drawn randomly on a monthly/quarterly basis. There will be two three categories of prizes to be declared monthly or quarterly. The details are as follows:

It is important to note that for bumper prize a quarterly draw will be conducted for all invoices uploaded in the last 03 months (till 5th of the month of the bumper draw) will be considered.

Particulars to be submitted while uploading invoice/receipt:

The following details are to be submitted while uploading an invoice/receipt in Mera Bill Mera Adhikaar portal:

  • GSTIN of supplier
  • Invoice number
  • Invoice date
  • State/UT of the customer
  • the lucky draw winner will need to provide some additional information like PAN number, Aadhar Card, Bank Account Details, etc, through the app/web portal, within a period of 30 days from such date of informing them (date of SMS/App/Web Portal Notification), for enabling transfer of the winning prize to them through the said bank account.
  • Duplicate invoices will be automatically rejected by the system
  • Information regarding lucky draw winners or any other related information shall be communicated via push notifications or text messages only.
