The Government of Assam has approved the Assam Electronics (Semi-Conductor,etc.) Policy, 2023 in its 100th Cabinet meeting on 25th August, 2023.. This is an effective step towards achievement of industrial investment in Assam. With a view to attract more investors/investing companies, the government has decided to take up this initiative which will fruitfully affect the industrial tomorrow and help in developing Assam among the top ranking developed states of India.

Targets/aims of Assam Electronics (Semi-conductor, etc) Policy 2023:
- The policy seeks to establish Assam as a vibrant and self-reliant hub for semi-conductor manufacturing and electronics production.
- It aims to provide reversal of brain drain, export growth and revenue generation for the state of Assam.
- It also targets to attract Semi-Conductor Fabrication and Design Investment.
- To increase job opportunities in global market.
- It aims for ecosystem development and market resilience.
What is a Semi-Conductor?
Semi-Conductors are certain substances equipped with electrical properties by the help of which it can be used as a foundation or base for developing electronic items such as computers or other electronic devices of everyday use. In the growing industrial market semi-conductors are used in almost every sector and it is in huge demand.
Eligibility criteria of Assam Electronics (Semi-conductor, etc) Policy, 2023:
To establish Assam as a hub of Semi-conductor the following special eligibility criteria have been laid:
- Scheme for setting up Compound Semi-Conductors/ Silicon Photonics Sensors Fab and Semi-Conductor Assembly, Testing, Marking and Packaging (ATMP)/OSAT facilities in India.
- Any other schemes of Government of India.
- Scheme for setting up of Semi-Conductor Fabs in India.
- Scheme for setting up of Display Fabs in India.
Incentives:
- Under the scheme, Government of Assam will provide an additional 40%of CAPEX assistance given by Government of India.
- Provision of water supply and incentives
- SGST reimbursement.
- Payoff assistance.
- Land related incentives
- Stamp duty reimbursement.
- Incentives on power supply.
- The scheme will also encompass customized incentives for large investments which are already in vogue under IIPA 2019.
India Semi-Conductor Mission, ISM 2023:
India Semiconductor Mission (ISM) is a specialized and independent Business Division within the Digital India Corporation that aims to build a vibrant semiconductor and display ecosystem to enable India’s emergence as a global hub for electronics manufacturing and design. The following are the objectives of the mission:
- Formulation of a comprehensive long-term strategy for developing semiconductors & display manufacturing facilities and semiconductor design ecosystem in the country in consultation with Government ministries / departments / agencies, industry, and academia.
- Facilitation in the adoption of trusted electronics through secure semiconductors and display supply chain, including raw materials, specialty chemicals, gases, and manufacturing equipment.
- Facilitation in the adoption of trusted electronics through secure semiconductors and display supply chain, including raw materials, specialty chemicals, gases, and manufacturing equipment.
- Promoting indigenous Intellectual Property (IP) generation and encourage, enable and incentivize Transfer of Technologies (ToT).
- Enabling collaborations and partnership programs with national and international agencies, industries and institutions for catalysing collaborative research, commercialization and skill development.
Semicon India- 2023
The ‘SemiconIndia 2023’ is being organised by India Semiconductor Mission in partnership with industry and industry associations under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi with the aim to make India a global hub for Semiconductor Design, Manufacturing and Technology Development which will help propel the vision of India Semiconductor Mission. The conference took place in Gandhinagar, Gujarat on 28th July, 2023.
